Disaster Database and Geospatial Information System (GIS) for Assisting Disaster Victims or “Phon Phai” Application

The Phon Phai application and its website (https://phonphai.org) are tools for managing the work of agencies involved in disaster relief. They can be used to manage disaster situations comprehensively, including situation data, public disaster warnings, help requests, resource tracking (GPS IoT Asset Tracking), and disaster victim assistance operations. The network of 19 partner agencies related to public disasters can exchange and share useful information, leading to solutions for issues such as data confusion, insufficient coverage, and redundancy in assisting disaster victims.

As of 2024, the Phon Phai system has assisted over 1,245,764 households and provided aid through survival kits to over 824,249 individuals nationwide during the COVID-19 crisis. Additionally, village health volunteers (VHVs) have reported information on elderly individuals who cannot help themselves, disabled individuals who cannot escape disasters on their own, and bedridden patients to create a GPS-based database of vulnerable individuals across the country. This database is used to prioritize assistance during public disasters, with over 274,669 vulnerable individuals’ locations already recorded.
